Improve the Plan System and the Capacity of Emergency Response

— Plants in Xinzheng Successfully Pass the Review of Environmental Emergency Response Plan



      On the afternoon of September 28, 2021, the expert review meeting of the environmental emergency response plan for the Plant 1 and 2, Xuedian plant and Xingang Plant of Zhengzhou Xinzhongzhou Water Co., Ltd. in Xinzheng Kangda Zone was held in the conference room of the Plant 1 of Zhengzhou Xinzhongzhou Water Co., Ltd. The meeting was attended by a dozen of attendees including Guo Xinmiao, Director of Emergency Response Department of Xinzheng Branch of Zhengzhou Ecology and Environment Bureau, Fan Xuewei, Deputy Captain of the Environmental Protection Supervision Team of Xinzheng Branch of Zhengzhou Ecology and Environment Bureau, members of the emergency response plan review expert group of Xinzheng Branch of Zhengzhou Ecology and Environment Bureau including Professor Wang Hongli, Senior Engineer Lyv Xiaohua and Researcher Wu Zexin, Li Guanghui, Deputy Director of Zhengzhou Xinzhongzhou Water Co., Ltd., as well as key members of the emergency response plan review teams of those plants. The meeting first listened to the report of all plants on the preparation of the plan. Then, the experts present carefully checked the plan and related materials, and strictly evaluated the compliance of the plan, the rationality of resource allocation and the feasibility of the plan. 



      After review, the expert group agreed that the contents of the Response Plan for Environmental Emergencies, the Investigation Report on Response Resources for Environmental Emergencies and the Risk Assessment Report for Environmental Emergencies are complete. The responsibilities of the emergency response organization system in the plan are clear, the supervision and management are detailed, the response mechanism and emergency guarantee are feasible, and special emergency response measures are formulated for the pollution sources involved in the plan, which meet the requirements of the preparation of a response plan for environmental emergencies. The human, finance, materials and facilities in the Investigation Report on Response Resources for Environmental Emergencies meet the emergency response requirements. In the Risk Assessment Report for Environmental Emergencies, the risk assessment of pollution sources is detailed and in line with the actual situation. Therefore, the plan has passed the review. At the same time, the expert group made pertinent comments and suggestions on the deficiencies in the emergency response plan, and required that all plants should seriously strengthen the filing of the emergency response plan, ensure that the staff should be well acquainted with the emergency response plan and participate fully in drilling, effectively control emergencies, reduce and eliminate the risks and hazards of environmental emergencies, and protect the safety of people's lives and property. 
      In the next step, all plants will strictly rectify the deficiencies and improve the plan according to the opinions and suggestions of experts, so as to make it more operational, targeted and scientific. Meanwhile, they will strengthen the study, training and drill of the response plan for environmental emergencies, and complete the filing of the emergency response plan in time.
      The fact that the emergency response plan has successfully passed the review is the progress all plants have made with the efforts in strengthening production and operation management. The review will further regulate those plants' prevention, ongoing response and ex post handling of environmental emergencies, and improve the response mechanism for environmental emergencies. In addition, it will further enhance the staff's understanding of the applicability and operability of the emergency response plan, help them improve their ability to deal with environmental emergencies and minimize the harm and loss caused by environmental emergencies, and effectively guarantee the environmental safety of those plants.
