It is located at the intersection of the Hejiagou River and the Songhua River in Harbin City, covering an area of 14 hectares. As an advanced design, the whole plant is semi-underground, with the Clove Park above. The total treatment scale is 250,000 tons/day: the scale of the phase-1 reconstruction project is 150,000 tons/day and the CAST+MBBR process is adopted; the scale of the extension project is 100,000 tons/day and the multi-stage A/O process is adopted. The reconstruction & extension projects were officially put into operation in July 2019. Its effluent quality meets the level 1-A standard in Discharge Standard of Pollutants for Municipal Wastewater Treatment Plant (GB18918-2002). Its sewage storage area includes the Hejiagou River drainage area and the 90-square-kilometer area in the west.
