On November 17, 2019, Harbin Municipal Meteorological Station successively issued a blue gale alert, a yellow blizzard alert and a yellow road icing alert. After receiving these alerts, the Headquarters and the Operation & Management Department of Harbin Qunli Sewage Treatment Plant instantly launched the emergency response, strengthened the on-duty work and the patrol on facilities and equipment, and specially focused on the insulation of outdoor facilities and equipment. It also mobilized all staff to clean up snow on the roads in the plant and the passageways to workshops (workshop sections), so as to reduce the icing area and avoid accidents. As a result, the normal operation and normal working order have been ensured.
