Rushan Kangda Water Co., Ltd. carried out a contingency plan drill for working in limited space at 15:00 on May 28 in accordance with the Technical Specification for Safety of Urban Sewer Maintenance and Five Provisions for Safe Operation in Limited Space and in combination with group company's requirements on enhancing safety management, preventing and controlling production safety accidents while strengthening collaboration capacity of all departments in coping with emergencies, aiming to ensure safe operation in limited space, improve safety management ability to maintain pipe utilities and prevent safe accidents in limited space.
The drill was a simulation based on the practical operation in limited space. More than 20 principals and production safety management personnel from different departments participated in the drill. They are divided into the security group, operation group, communication group, emergency group, and alert group. The place for simulated accident and exercise was located in the sand filter operation room of the first plant.
The drill was conducted in strict line with operational procedures in limited space, including the performance of the approval system, the implementation and approval of the operation, the signing of operation task, location, time and content on the Approval Form for Limited Space Operation. Before the operation, safety measures in the workplace underwent a narrow examination for compliance. With the consent of the person in charge of exercise at the scene, the drill was officially conducted on time. During the practice, all groups participating in the drill were on standby to conduct the operation with their due responsibilities. The alert group was responsible for cordoning off and setting up the warning zone; the operation group was responsible for ventilating the limited space and detecting and analyzing toxic and harmful gases for removal of such gases from the workplace. The person in charge of the operation supervised the detection of the toxic and harmful gases' concentration throughout the process and recorded it faithfully. The emergency group gave first aid to the workers who were reporting dizziness and nausea after entering into the limited space. And timely CPR (cardio-pulmonary resuscitation) was performed on the wounded with "apnoea" symptoms. In the end, after the drill, the person in charge of the operation ensured the departure of all operators entering the workplace, counted the number of participators, closed the entrance and exit of the drill area, checked goods and materials, cleaned up the external environment of the limited space, and announced the end of the contingency plan drill for working in limited space.
The drill helped Rushan Company achieve its intended purpose: The participants, especially the frontline staff, have increased their awareness of safety precautions and gained a better understanding of the common sense of working in limited space; departments have improved their ability to cope with emergencies, and on-site drill personnel can take effective organization and quick response to emergency alarms. Rushan Company has further boosted its overall cooperative ability to address emergencies.
