Improving General Managers' Ability to Perform Duties Through Study, Examination and Application

Examination for General Managers of Water Service Companies of Kangda EP Completed Successfully

Kangda EP aims at thoroughly implementing the working policy of "consolidating foundation, raising sources and reducing expenses", striving to improve the ability of general managers of water service companies to perform duties, actively deepening their understanding of the Franchise Service Agreement and the Equity Transfer Agreement, and making them master the fringe conditions of these agreements, so as to take full use of preferential policies, explore the internal content, increase water price reasonably, and improve the economic benefit of companies. According to President Duan Linnan's instruction of "promoting study through examination and facilitating application through the study", the Operation Department, Finance Department and General Department of Kangda EP made an overall plan to prepare examination papers and issued a notice of examination to leaders of plants. Leaders were requested to master the knowledge of businesses, skills, relevant terms of agreements and pricing calculation, and strictly complete the examination with enthusiasm and a down-to-earth attitude.

At 10:00 am on August 1, 2020, the examination was held in Laozi Boxue International Hotel, Luyi, Henan as scheduled. In consideration of the epidemic situation, 43 general managers of water service companies took the examination except for general managers in Northeast China. Although the questions in this examination are not easy to answer, and they cover a lot of aspects including sewage treatment upgrading and expansion, reclaimed water reuse, water rate adjustment, and risk control, all of the leaders got good scores because of their full preparation for it. A total of 40 people passed the exam, with an average score of 72 points and the lowest score of 57 points. Among them, 4 got a score above 80 points, accounting for 9.3%. Li Yong, director of Pingdingshan Bay Water Affairs Co., Ltd. (China), won the first place with a score of 87 points.

It is often said that the fundamental purpose of exams is to inspire people's potentials instead of seeing people get high scores. This exam has pushed the leaders to have a deep understanding of and master the quintessence of Franchise Agreement and Equity Transfer Agreement in an all-around way and made it possible for them to use the policies in the agreements in a more flexible manner and handle prerequisites triggering the rate adjustment mechanism more skillfully.
Just as a mirror will be increasingly brighter as we keep cleaning it, our mind will be more and more acute if we use it frequently, especially in exams. Through this examination that integrated theories and practice, the directors (managers) have had a clearer comprehension of the clauses and the computational formulas in the agreements that they did not understand completely before. In addition, it has helped the leaders further improve their comprehensive capacities for company operation and contributed to the formation of a virtuous circle of market development in their companies and to the stable, health development of the enterprises. We have achieved our expected goal for this exam. This kind of examination is greatly meaningful, which deserves our thumbs-up.
