With the first typhoon red warning issued by the National Meteorological Center (NMC) at 18:00 on August 26, 2020, typhoon "Bavi" has attracted much attention because it "may become the strongest typhoon landing in Northeast China since 1949". At the same time, the Headquarters for Flood Control and Drought Relief of Harbin Municipal People's Government also immediately issued the Notice on Effectively Preventing and Responding to the Impact of Typhoon No. 8 "Bavi" (HXF [2020] No. 15). Regarding the Notice, the Water Supply and Drainage Department of Harbin Housing and Urban-Rural Development Bureau held a safety meeting for sewage treatment plants citywide to respond to the typhoon at Harbin Qunli Sewage Treatment Plant on the afternoon of August 26, 2020. In order to conscientiously implement the prevention and response work of meteorological disasters such as heavy rainfall and strong winds caused by typhoon "Bavi" and to go all out to win the hard battle against "Bavi", Qunli deployed in advance in accordance with the requirements of the meeting and immediately held a work deployment meeting, requiring the whole staff to take the flood prevention work as the top priority at present. The staff must keep a high degree of vigilance, strictly comply with the requirements of the superior, earnestly implement various preventive measures and work responsibilities and make sure emergency personnel, facilities and materials ready to be in place. At the same time, the duty watch should be strengthened with a 24-hour on-duty system. Relevant responsible persons should be in place and keep in communication. Major floods, dangers, and disasters should be reported immediately and dealt with in time.
According to the weather forecast, the central area of the typhoon would arrive in Harbin on the early morning of August 28. In order to ensure the normal production and operation, Mao Qing, the general manager of Qunli Plant, led the team to command ahead and inspect the implementation of various preventive measures one by one in groups to ensure zero accidents. The responsible persons and production personnel of each department voluntarily stayed on duty to deal with the potential emergency. The wind force of the threatening "Bavi" was further weakened after landing at 20:00 on August 27, 2020, due to the lack of sufficient water vapor and the topography influence of Changbai Mountain. The NMC stopped numbering it, so employees who stuck to their posts could breathe a sigh of relief. However, the impact of "Bavi" still exists, and the recent rain is still strong. We should do a good job in flood control and waterlogging prevention to ensure the safe and stable production and operation of the Qunli Plant.
