Clear Water Gurgles into Fenhe River

—— Documentary on Fendong Sewage Treatment Plant helping improve the water quality of the Fenhe River



      In June 2017, when General Secretary Xi Jinping inspected the Fenhe River in Shanxi, he put forward the important instruction of “making the water quality better, the flow bigger and the landscape more beautiful”. In the past three years, the municipal government and the municipal Party committee of Taiyuan have attached great importance to it, vigorously solving the water quality problem of Taiyuan Section of the Fenhe River, and promoting the construction, extension and quality improvement of rain-sewage diversion, sewage interception and pipe inclusion, governance of nine rivers and sewage treatment plants in an orderly manner.
      In order to achieve comprehensive sewage collection and treatment in the area on the south of Taiyuan South Ring Transit Expressway and on the east of the Fenhe River, Taiyuan started the Phase I Project of Fendong Sewage Treatment Plant. The project is located in Donglijie Village, Liujiapu Town, Xiaodian District, Taiyuan City, covering an area of 205.65 mu. With a designed daily capacity of 350,000 tons per day, the plant adopts an overground arrangement. Given the situation of drainage planning and construction in Taiyuan, the project was carried out in two steps: Step I Project was 150,000 tons/day. The construction was started at the end of 2017, and the project was put into operation on December 29, 2018; Step II Project is 200,000 tons/day. MBR sewage treatment process is adopted. In order to implement the general requirement about the water quality of Fenhe Section reaching the standard by the end of June 2020 put forward by the provincial Party committee and the provincial government, the construction of Step II Project (MBR) was started in December 2019. During the construction period, various difficulties, such as winter construction, Spring Festival holiday and COVID-19, were overcome. On the one hand, strict epidemic prevention and control was carried out; on the other hand, construction was vigorously advanced-- the construction team raced against time, working day and night. Up to 1,500 people participated in construction during the peak period. A balance was kept between safety and progress.
      During the construction period, Luo Qingyu, secretary of the CPC Taiyuan Municipal Committee and Li Xiaobo, mayor of Taiyuan Municipal People’s Government, visited the site many times to guide work. Deputy Mayor Zhang Qishan regularly organized on-site promotion meetings to solve the problems of personnel shortage and material shortage encountered in the construction. Under the efficient command and forceful advancement of leadership at all levels, the planned 18-month construction period was shortened to 5 months. The project contains 10 constructions and structures, earth excavation of 160,000 cubic meters, 6,256 static pressure pipe piles (159,977 linear meters), a total reinforcement amount of 6,251 tons, and a total concrete amount of 45,265 cubic meters. The installation of the main structure, equipment and integrated pipelines was completed. And the project was commissioned on May 15 and put into full operation on June 15. The effluent quality met the design requirements.
      At present, the construction of Fendong Sewage Treatment Plant is in the final stage. Decoration works like lawns are being perfected.

      The completion of the project plays an important role in the comprehensive collection and treatment of domestic sewage in the southern region of Taiyuan and in the water quality improvement of the Wennanshe state investigated section in Taiyuan, the Fenhe River Basin. It is of positive significance for Taiyuan to speed up the building of a well-off society in an all-round way and enhance people's sense of gains, happiness and security. It lays a solid foundation for the realization of the goals of "integrated governance of mountains, waters, air and city" and “beautiful Taiyuan” put forward by General Secretary Xi in May this year.
