[Kangda EP, Hebi South Juqiao Engineering Project]

      On the afternoon of December 13, the production and operation handover ceremony of the first phase of Hebi South Juqiao Sewage Treatment Plant Project (25,000 tons/day), which is constructed in accordance with the EPC model by Chongqing Kangda Environmental Protection Industry (Group) Co., Ltd., has been held in Qibin Sewage Treatment Co., Ltd. Yan Hui, deputy director of the Hebi Environmental Protection Agency, Li Danjun, deputy director of the City Urban Administrative and Law Enforcement Bureau and Zhang Liangzhong, chief of the Municipal Engineering Management Office, attended the ceremony and expressed their congratulations. Hong Fang, general manager of Hebi South Juqiao Sewage Treatment Plant, presided over the ceremony and delivered a speech. Peoples who in charge of the City Environmental Protection Bureau, the City Urban Administrative and Law Enforcement Bureau, Binqi Sewage Treatment Plant, Chongqing Kangda Engineering project and Kangda Baoshan Sewage Treatment Plant also attended the ceremony.

      The South Juqiao project is a plant-network integrated cooperation project of Hebi New Urban Area Sewage Treatment Plant, signed by Hebi Municipal Government and Zhongyuan Asset Management Co. Ltd. on February 9, 2017. Zhongyuan Kangda Intl. Environmental Co., Ltd. and the municipal housing construction bureau signed the Preliminary Cooperation Agreement on August 31, 2017. Zhongyuan Kangda then entrusted the Chongqing Kangda Environmental Protection Industry (Group) Co., Ltd. and Hunan Architectural Design Institute to conduct exploration, design, construction and equipment procurement for the South Juqiao Sewage Treatment project. There was an early warning in municipal public finance in early 2018. The local government then decided to change the PPP mode to EPC mode. In the same year, Chongqing Kangda became the general contractor of the South Juqiao project. On August 30, 2019, the project was completed and accepted by the construction unit (proprietor); On August 30, 2020, an acceptance group consisting of Hebi Qibin Sewage Treatment Plant Co., Ltd. (the construction unit), Henan Zhongtian Cloud Measurement and Detection Technology Co. Ltd. (the environmental monitoring agency) and three experts conducted an acceptance check for the project. The conclusion was that the environmental protection facilities and measures of the supporting facilities construction of the first phase of Hebi South Juqiao Sewage Treatment Plant project have been implemented. The emission of sewage, wastewater, factory bound noise and solid waste all met the national emission standards and complied with the approval requirements of EIA and approval departments. After serious discussion, the acceptance group considered that this project conformed to the environmental protection acceptance conditions and therefore passed the acceptance.

      The formal transfer of the first phase of the Hebi South Juqiao Sewage Treatment Plant Project marks that a new pro-people project has been successfully completed and put into normal operation. This project plays a vital role in the improvement of the ecological environment of Hebi and surrounding waters, the urban functions, city environments and the residents' life quality. It is also a big boost for the innovation of environmental infrastructure investment and financing mechanisms and systems. At the same time, it seals the victory for the first delivery and use of the EPC project, which has been implemented by Kangda EP in recent years.
