In order to conscientiously implement the instructions and requirements of the leaders in the CPC Henan Provincial Committee, the People's Government of Henan Province and the General Office on safe operation in limited underground space, strictly implement various operation norms and safety precautions, effectively improve the proficiency and standardization of front-line operators, and enhance their ability of accident rescue and emergency response, on April 1, Shangqiu Municipal Urban Administrative and Law Enforcement Bureau organized the On-site Observation Tour for the Safe Operation in Limited Underground Space of Shangqiu City Urban Management System in Kangda Environmental Protection (Shangqiu) Water Co., Ltd. Zhang Jun, deputy director of the Shangqiu Municipal Urban Administrative and Law Enforcement Bureau, Zhang Guangtao, head of the Safety Technology Division, officials of Kangda Environmental Protection (Shangqiu) Water Co., Ltd., and about 50 representatives from brother enterprises in the city and county, a total of more than 100 people attended the Tour.
This Observation Tour consists of two parts — the training in the conference room and on-site practical operation. In the beginning, Zhang Jun, deputy director of the Shangqiu Municipal Urban Administrative and Law Enforcement Bureau, first conveyed to the participants the national and provincial safe operation regulations and requirements in limited underground space, studied and analyzed the typical accident cases in the form of meetings instead of reprimands, reaffirmed the importance of safe production, and arranged and deployed safe operation in limited underground space. Director Zhang stressed that we shall raise our awareness, strengthen the leadership, and fully realize the severity of the current situation in safe production, effectively strengthening the organization and leadership, comprehensively carrying out in-depth investigation of safety hazards in underground space, closing the loopholes in safety supervision, strengthening security measures, and implementing safety supervision responsibilities; strengthen personnel training and standardize operation procedures, conducting regular publicity training and warning education for officials, workers and operators, popularizing the common sense of security and scientific rescue knowledge of underground pipe network operation, improving the self-protection awareness of employees, and allowing them to master the operation characteristics and preventive measures in limited underground space, so as to ensure operation safety and prevent accidents; and more importantly, improve the approval system, strictly implement responsibilities and follow the underground space operation norms, i.e. the operators underground shall be equipped with breathing apparatus, safety helmets, safety ropes, gas detection alarms and other safety protective equipment to resolutely prevent the occurrence of safety accidents and ensure the implementation of all safety production systems.
After that, Pan Hongxia, the plant director of Kangda Environmental Protection (Shangqiu) Water Co., Ltd., gave training and explanation on the operation rules in limited underground space, hazard identification, emergency rescue and the use of related rescue equipment. At the end of the training, all the participants went to the valve chamber next to the Phase II Lifting Pump Station of Kangda Environmental Protection (Shangqiu) Water Co., Ltd. to observe and learn the standardized operation and emergency rescue plan drills in limited space.
